ok,, got the dope on it on the radio from a guy in new zealand.
its called "bunjibutt",,"power gum",, or "shock gum".
it has leader mat'l attached to each end so its easy to tie in. Clip butt section tie in the gum section. works as shock absorber during heavy strikes aka tx bluegills!

With all that said , I still want to no what this thing is and, how it is used. If it is what I think it may be I would like to no more about it ,because some of the strikes from off shore fish can be hard on a fly line and, some thing that absorbs some of that shock would be nice.
